While Anthropic collaborates with the EU to spy upon and track you, most of the other frontier AI firms aren’t any better. Most of the western frontier AI firms have signed on to the EU mandate.
Frontier AI firms that have not signed or have actively bypassed the EU Code of Practice include:
Major Chinese Frontier Developers (DeepSeek, Qwen / Alibaba, GLM / Zhipu, Kimi / Moonshot)
None of the primary Chinese model providers appear on the European Commission’s signatory list for the transparency Code of Practice.
However, note that they comply with Chinese government rules which mandate watermarking.
xAI (Grok)
xAI has avoided signing the EU Code of Practice and markets its hosted platforms as free from statistical text-marking constraints.
Independent Hosters of Open Weight Models
Several independent infra providers of open weight models have chosen not to apply watermarks on raw inference.
- Groq
- Together AI
- Fireworks AI
OpenRouter is a popular API aggregator and routing proxy. As such, OpenRouter doesn’t provide inference itself, but forwards requests to upstream model providers and streams raw HTTP tokens back.
Therefore, OpenRouter’s watermarking behavior depends entirely on the underlying upstream model host.
So, if you don’t want your responses from OpenRouter to be watermarked, choose upstream models that don’t watermark, such as Grok or one of the providers listed above.
Call to Action
Every text-generation request you make is a chance for a government to fingerprint you. If you value uncensored, unmarked output, don’t route your AI traffic through firms that signed the EU’s tracking mandate. Use DeepSeek, Grok, or the independent hosters above – and tell one friend how to do the same. The less watermarked text exists in the world, the harder it is for the EU to build its surveillance web.
